Revised Premium Rates from 1 April 2026

RHI Raffles Shield base plans premium rates have remained unchanged since launch in 2018, while the premium rates for Raffles Shield riders were last revised in 2023.

Medical claims cost inflation is projected to continue rising strongly in the coming years (projected to be 16.9% in 20261), reflecting changes in the medical landscape such as the adoption of costly new technologies, treatments and pharmaceuticals. Rising operating expenses have also led to higher healthcare costs. As a result, we have revised the premium rates for the following Raffles Shield plans and riders:

Basic Plans

Riders

Raffles Shield Private Plan

Raffles Shield A Plan

Raffles Shield B Plan

Raffles Standard Plan

Raffles Key Rider

The premium increase is essential to maintain the sustainability of the Raffles Shield plans, enabling us to continue providing long-term financial protection and peace of mind for your healthcare needs.

Please refer to the updated premium rates table here. Premium Rates for Raffles Premier Rider and Raffles Cancer Guard Rider will remain unchanged on 1 April 2026.

Launch of Raffles Choice Rider on 1 April 2026 (New!)

On 26 November 2025, the Ministry of Health (MOH) announced revisions to the Integrated Shield Plans (IPs) rider design requirements. These changes aim to temper rapidly rising healthcare costs and improve the long-term sustainability of IPs. The revisions are as follows:

  • IPs deductible coverage: From 1 April 2026, IPs riders will not be allowed to cover the prevailing minimum IPs deductible for any ward class.
  • Co-payment cap: From 1 April 2026, IPs riders will still be required to incorporate a co-payment cap to protect policyholders against large bills, which will apply for panel, pre-authorised, and emergency treatments. The co-payment cap shall be set at a minimum of $6,000 in each policy year and shall exclude the minimum IPs deductible

The Raffles Choice Rider which will be available for purchase on the 1 April 2026 onwards, fulfills the new IPs rider design requirements.

Raffles Choice Rider replaces the co-Insurance under your Raffles Shield Policy with a co-payment of 5% on the amount after deductible. Deductible and co-payment are borne by the insured. Co-payment is capped at $6,000 per policy year for treatment by specialists under Raffles Health Insurance (RHI)’s Panel / Extended Panel, or Government Restructured Hospitals (GRH). There is no cap on co-payment for treatment by Non-Panel or Non-GRH specialists, and for Cancer Treatment that is not on the Cancer Drug List.
