Dr Fong is the Head of the Cataract & Comprehensive Ophthalmology Department at the SNEC.

Dr Fong has particular interest and expertise in Cataract Surgery (including Phacoemulsification, Femtosecond Assisted Cataract Surgery (FLACS) or “Bladeless” Cataract Surgery, and also in the use of various intraocular lens implants (monofocal, multifocal lens and extended range of focus lens implants; Toric and non-toric intraocular lens implants), Refractive Surgery (LASIK or ReLEx SMILE laser vision correction). His ocular surface work and interests include: Dry Eye Syndrome, allergic eye conditions, pterygium surgery, treatment of Cornea infections. He also does  General Ophthalmology and eye health screening, such as Diabetic Retinopathy and Glaucoma screening. He sees patients at the SNEC Main Centre (at SGH Outram Campus), at the SNEC Bedok Branch and also  SNEC Eye Associates Clinic at Gleneagles Hospital, Singapore.

Dr Fong graduated from the National University of Singapore with a Bachelor of Medicine and Bachelor of Surgery in 1999. He was awarded the 1997/8 Gold Medal & Book Prize in Ophthalmology by NUS and the Singapore Society of Ophthalmology. He obtained his MRCOphth (London) and MRCS (Edinburgh) in 2004, Master of Medicine (Ophthalmology) from NUS in 2005, and FRCS (Edinburgh) in 2009. He completed Refractive Surgery and Cornea Fellowship at the Singapore National Eye Centre. He is a Fellow of the Academy of Medicine (Ophthalmology), Singapore. He is also a member of the American Society of Cataract and Refractive Surgery, European Society of Cataract and Refractive Surgery, Asia-Pacific Society of Cataract and Refractive Surgery, American Association of Ophthalmology (AAO), Singapore Society of Ophthalmology, Asia Cornea Society, and the Intraocular Implant and Refractive Society of India.
Dr Fong is actively involved in both postgraduate and undergraduate ophthalmology education. He is a Clinical Assistant Professor at the SingHealth Duke-NUS Ophthalmology and Visual Sciences Academic Clinical Program, a Clinical Physician Faculty Member of the SingHealth Ophthalmology Residency Program and a past Senior Clinical Lecturer at the Yong Loo Lin School of Medicine, National University of Singapore (NUS). He is one of the main Cataract Surgery Trainers at SNEC, and is the Course Director of the SNEC Basic Phacoemulsification Course since 2015.
For administration, Dr Fong is the current a member of the SNEC Medical Device Committee. He is also a member of the Fellowship Coordination Committee (FCC) and the Infection Control Committee. He headed the SNEC Balestier Branch from 2011-2015 and was Deputy Head of Cataract & Comprehensive Ophthalmology Department from 2014 to 2015. For clinical research, he is an Adjunct Clinician Investigator at the Singapore Eye Research Institute (SERI).
Dr Fong is a member of the SNEC and SERI Philanthropy & Development Committee, and is part of the financial assistance for complex, cutting edge & novel therapies/surgeries for sight-threatening eye diseases governance panel, in conjunction with The VisionSave Campaign. He is also a Chair of SNEC Volunteer Management and Community Outreach Committee.
Dr Fong is in-charge of an on-going voluntary eye screening project called “Project I-Care” (since 2006 – present) with the Singapore Society of Ophthalmology and the NorthWest CDC. This project screens for Cataract, Glaucoma, Diabetic Retinopathy etc for the needy elderly in various elderly nursing homes and Senior Activity Centres (SACs). He was bestowed the Public Service Medal (PBM, Pingat Bakti Masyarakat) at the 2013 National Day Awards in recognition for his public service and community work. He received the Healthcare Humanity Award (Open Category for Healthcare Worker) in 2016. He was a Singapore Health Quality Service Gold Awardee in 2016. He serves also as 2nd Vice-Chairman of the Lions Save Sight Centre (LSSC) from 2016 to present.
